Tammy Harden, Executive Director of Community Development & Programs 
Tammy was born and raised in southeastern North Carolina and spent over eighteen years as a military spouse. During that time, she was devoted to providing support to military families and single soldiers. Professionally, Tammy practiced residential real estate for many years and specialized in military relocation. As a resident of Williamsburg for the past twelve years, she has raised two children and was a business owner who focused on projects supporting persons with disabilities throughout the Tidewater area.

Tammy has a Bachelor of Science in Psychology, with an emphasis in Crisis Counseling from Liberty University, and she is working toward a Certificate in Nonprofit Management. She serves as The Secretary for the Virginia Association of Housing Counselors and is a Certified Housing Counselor and a Certified Housing Specialist: Rental Counselor. Other training and/or certifications include conflict resolution, life coaching, and case management. She has served as a volunteer in many local agencies and nonprofits and finds that her passion for walking alongside those in need is rooted in her Christian faith.

Pamela Chambers, Director of Systems of Care
Pamela serves as a Resource Coordinator specializing in stabilization and ministry support. She
 was raised in Texas and California but has spent the past two decades in Williamsburg raising her children. As a stay-at-home mother, she spent her time volunteering in the community as a Sunday school teacher, Girl Scout leader, and an activities volunteer at healthcare facilities. She holds a degree from Liberty University in Social Science and Criminal Justice and a Certificate in Military and Veterans Health, Policy, and Advocacy through the William and Mary Law School.

Raised in a Christian home by parents who lived Christ’s example of helping others, she strives to follow in their footsteps. While pursuing her degree at Liberty, she discovered her need to find a better way to service those living through homelessness and the co-occurring problems that surround it. Through 3eRestoration, she has found a way to marry her faith-driven need to help others with her passion for providing a holistic solution for those living through homelessness. Pamela is a devoted member of Hickory Neck Episcopal Church.

Melinda Marriott Operations Manager 

Melinda moved to Williamsburg in 2017 and graduated with a bachelor’s degree in Psychology and Government from William & Mary in 2019. After graduating, she joined in mission with her church and started serving with local organizations like 3e Restoration. Before working with 3e, she had the opportunity to attend trauma trainings and now holds several certifications. Melinda is a member of Williamsburg Christian Church.

Fred Liggin, Founder and Executive Director of Faith Community Development & Training
Fred is a follower of Jesus, the husband to Alison, father to Ian, a multi-vocational pastor with Williamsburg Christian Church, founder of 3e Restoration Inc., Clinical Trauma Professional, STAR (strategies for trauma awareness & resilience) Practitioner, co-owner of Philoxenia Culture LLC, ethnographer, published writer, and TEDx alum. Prior to his 20 years in vocational ministry, Fred was a business executive in the technology industry and economics sector. For 22 years Fred has walked closely and personally with those living through social displacement. He has authored one book (Racialized Cultural Systems, Social Displacement, and Christian Hospitality) and several curriculum offerings trauma responsive care and practice and poverty alleviation, all of which were born from hands-on experience, practice, and evidence-based research.

Fred received his Bachelor of Science in Ministry/Bible at Amridge University and his Master of Religious Education in Missional Leadership (MREML) from Rochester College. Currently, he is a candidate for a Doctorate of Ministry in Contextual Theology at Northern Seminary in Chicago. His thesis poses the question, Hospitality as Trauma-Responsive Liberation: How a Theology of Hospitality in a Racialized Culture of Collective Trauma Forms the Witness of Williamsburg Christian Church?

Fred was one of the leaders to organize the City of Williamsburg’s historic Truth & Reconciliation Committee. He is also a founding member of the board of directors for Virginia Racial Healing Institute, an Advisory Board member for Sentara Williamsburg Regional Hospital, Freekind, and Bacon Street Youth and Family Services, a member of the leadership team for Williamsburg’s local chapter of Coming to the Table, and a member of the steering committee of the Greater Williamsburg Trauma-Informed Community Network.  

Fred has also served as an adjunct professor for Rochester University and Regent University where he taught courses in philosophy, ethics, leadership, pastoral care, intro to Christianity, and ethnography. He has served as a guest lecturer on the subjects of racialized cultural systems, poverty, and missiology at various universities, such as William & Mary and Oklahoma Christian University.

Mike McGee, Director of Education and Instructional Design 
Mike was born in Richmond but spent many of his younger years outside of Virginia with his military family. After stints in Germany and New Jersey, his family moved to Yorktown, where they stayed. Mike and his wife Darne have found a home in Williamsburg with their four children, 22-year-old twin boys and girls aged 13 and 11.

Mike graduated from James Madison University with a Bachelor of Arts in Philosophy/Religion and a minor in Early Childhood Education. He then received his Master of Science in Integrated Science and Technology from James Madison University. He taught first grade for six years in Harrisonburg, Virginia, then worked as an Instructional Technology Specialist for Newport News Schools for 14 years. Before 3e, Mike worked for Office/Pro Technologies as a Technology Specialist. His way of seeing the world is defined by the person, character, and calling of Jesus. To that end, Mike considers it an absolute privilege to work with the last, the least, and the lost–people whom Scripture holds in high regard. His work at 3e is born out of a passion for this high calling. 

Affiliate Trainers with our 3e Affiliate Training Collaborative

Our 3e Restoration training brings individuals together with highly qualified professionals, leaders, and entrepreneurs working and leading in the fields of mental health, trauma, and community development. More specifically, we will collaborate to offer unique opportunities for you to grow in areas like self-care, emotional well-being, establishing healthy relationships, trauma awareness, and many others so you can faithfully and healthily live your life and if you feel led, walk with our neighbors living through social displacement. 

 Prell Gross, LPC & Co-Owner of Peace’In’It Counseling 

Prell is a licensed professional counselor and co-owner of Peace’In’It Counseling. Peace’In’It offers personalized telehealth counseling and therapy services by board-approved licensed professional counselors for residents of Virginia. Originally from Philadelphia, Prell relocated to the 757 and grew up in Norfolk and Chesapeake before attending Virginia Tech. He went on to earn his bachelor’s in psychology and received a Spanish minor before attending Radford University where he earned his master’s in mental health counseling. Prell completed his residency in counseling by providing thousands of hours of direct services to children, adolescents, and families through a variety of community-based services including in-home and crisis services. He is a proponent of encouraging others to live their truths by learning assertiveness and boundaries and being intentional about their wellness.  Barbara Stewart, TBRI Practitioner & Founder/Executive Director of Made 4 Connection

Barb is the founder and executive director of Made 4 Connection Trauma Care Training and Coaching. She is a TBRI® (Trust-Based Relational Intervention) Practitioner and is passionate about helping children “from hard places” by helping their caregivers. She has over 40 years of experience working with kids and their parents as a mom, teacher, TBRI® Practitioner and coach, homeschool mom, and dorm parent. She also has experience parenting a traumatized child and understands the confusion and frustration that causes both parent and child. Through her nonprofit, she specializes in teaching and coaching caregivers in TBRI® to help parents navigate the maze of developmental trauma and give them hope through the process.  Alison Liggin, Co-Owner Philoxenia Culture, LLC

Alison is an Alabama native and attended Auburn University in Auburn, Alabama where she received a Bachelor of Science in Human Development and Family Studies and a Master of Education in Community Counseling. She began her counseling career in adolescent residential treatment in 2001 as she simultaneously earned her National Counseling Certificate and received her licensure in professional counseling. As a former LPC, Alison practiced counseling for seven years before the birth of her son, after which she remained home. Following her time as a primary caregiver, she ventured into the realm of tutoring and education, beginning with two years as a reading recovery tutor and then transitioning to full-time teaching as a middle and high school humanities educator for five years. Alison places great value in combining her counseling and education experience into training others to be both trauma-aware and trauma-responsive.
